ABSTRACTThis article conceives the EU’s normative power in the Israeli-Palestinian conflict as a narrative that projects views of the international system, the EU’s identity as a peacebuilder, and its positions on specific conflict issues. Highlighting the importance of local narratives as cultural filters, this article argues that a high degree of alignment of local narratives with key elements of the EU’s normative power narrative facilitates positive images of the EU as a normative power in peacebuilding, whilst diverging local narratives tend to give rise to more critical views. Yet, the case of Palestine also shows that strong narrative alignment with the EU may encourage high expectations, resulting in critical views about inconsistencies between the EU’s normative aspirations and its actual foreign policy conduct. 相似文献

中美两国安全关系在两国总体关系中扮演着重要的角色,研究中美之间的战略稳定关系,对于维护两国安全关系的稳定具有重要意义。中国的核威慑实力弱于美国,中美之间呈现出不同于传统战略稳定关系的不对称核稳定态势。中国对美国存在一定的核威慑能力,但有效性仍有差距和不足。这一差距容易使美国产生压制和削弱中国核报复能力的机会主义思想。实施限制损伤战略、发展导弹防御能力、进行战略反潜是美国对中国实施战略机会主义的主要行动。美国谋求削弱中国核报复能力、打破中美不对称核稳定的企图,与中国努力维持核威慑能力、维持中美不对称核稳定的行为形成了两股力量相持的态势。中国应重点提升核武器的质量,提高威慑信号的传递效能,以可信可靠的核威慑和核反击能力打消美国战略机会主义心态,维持两国间的战略稳定,特别是危机稳定性,筑牢遏制战争爆发的基础。 相似文献

This study investigates whether, as part of a broader “Asian Energy Pivot,” Russia’s energy giant Gazprom refashioned its export strategy away from Europe, and what impact such a reorientation might have on the EU–Russia gas relationship. It uses four empirical cases to emphasize the domestic movers underlying Russia’s eastward shift in energy trade, developing a constructivist theory rooted in the dynamics of Russia’s dominant public narrative and the contours of domestic politics. It argues that Russia’s national interests changed as a result of how Russian policy-makers interpreted and reacted to the stand-off with Europe, in response to what they perceived as Europe’s attempt to isolate it economically and geopolitically. Russia’s Eurasianists, who had advocated the notion of a necessary turn to the East for a long time, positioned themselves as norm entrepreneurs and their new interpretation of the preexisting material incentives shaped the future course of action. 相似文献

ABSTRACTThis paper uses an analytical framework drawn from organisational studies to unpack and evaluate climate change relations under the EU–South Africa Strategic Partnership. The article finds that, while the EU and South Africa share a common purpose and high-level climate goals, many of the formal organisational structures set up under the partnership to tackle climate change and the environment are weak and have fallen into disuse. At the same time several factors outside of the strategic partnership, such as South Africa's hosting of the Durban climate change meeting, have played a significant role in promoting climate cooperation between the two partners. Therefore, while the strategic partnership creates an additional opportunity for climate cooperation, it is by no means the only or even the most important instrument in the EU's foreign policy tool box for negotiation and dialogue. 相似文献

ABSTRACTStrategic partnerships are seen as a means of elevating bilateral relations between two countries, or in the case of the European Union (EU), relations between an intergovernmental organisation and its 10 identified strategic partners. There is a growing body of analysis on the value of these strategic partnerships for the two partner states, yet just what role this partnership has within wider multilateral forums is an area for further discussion. This article explores the role that the EU–South Africa Strategic Partnership plays in shaping engagement between the bilateral partners in multilateral contexts. In reviewing the partnership over the course of its first decade, the article argues that South Africa has increasingly acknowledged its potential value. However, further interrogation on how to manage the complex intersection between bilateral and multilateral relations is called for if the strategic partnership is to be used to optimal effect as a tool of foreign policy. 相似文献

ABSTRACTThe Innsbruck School of Peace Studies is known for its innovative academic teaching methods under the title Transrational Peace Philosophy. This essay introduces the epistemological fundament of this approach to peace education. It presents the didactic principles for its Strategic Capacity and Relationship Building, combined with Strategic Leadership Training. They are based on the conviviality of students and a curriculum that follows the stages of groups’ task behavior and individual learning by `peeling the onion´ of the Ego. It describes how the didactics are designed for the international, intercultural, interreligious and interdisciplinary groups of students. It demonstrates the five stages of Ego, Team and Theme Behavior during a semester and how the curriculum places courses for best learning results. ABSTRACTSmall states throughout the Asia-Pacific are confronted by a growing dilemma over how to balance their traditional security ties with the US and rapidly growing trade with China. This gives Washington and Beijing potential leverage over small states to use within their competition with one another. This article explores the implications of this for New Zealand – a small South Pacific state that prides itself on maintaining an independent foreign policy. Situated within the small state literature, it utilises a material-based strategic triangle to illustrate the fundamental facets of New Zealand's position. Relatedly, the article examines how Wellington has managed its burgeoning relations with China and the US over the past decade and critically considers New Zealand's independent foreign policy. It finds that New Zealand has adopted a mixed set of strategies to manage its position between the US and China, closely aligning itself with Washington while remaining nonaligned on some key security issues in the Asia-Pacific region. New Zealand has certainly not opted for neutrality. The article concludes that New Zealand and other small states must remain vigilant, may want to consider alternative strategies of alignment, and outlines a number of areas where additional research could prove fruitful. 相似文献
